Thank you to everyone who signed!<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The petitions and reference material are available here <a href=\"https:\/\/mountainindivisible.org\/news\/2026\/04\/23\/flock-petition-references\/\">https:\/\/mountainindivisible.org\/news\/2026\/04\/23\/flock-petition-references\/<\/a> <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Michael Harrison<\/h2>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Thank you all for allowing me to speak tonight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou shouldn\u2019t have anything to worry about if you\u2019re not doing anything illegal\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is no right to privacy if you can be seen from a public vantage.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are just a few of the comments in discussions about Flock on local Facebook groups and most people are choosing to ignore the larger point.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cameras aren&#8217;t the issue, cameras are everywhere these days and we&#8217;re being recorded by several at this very moment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The lack of privacy in public as law was put into place back before ubiquitous video was a thing. Back before having security cameras on every corner was a thing. Back before all the cameras were linked into one big network. Back before that network was controlled by &#8220;AI&#8221; that can track and collate video data orders of magnitude faster and better than anyone before.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And yes, anyone who has a modern cell phone, onstar or a cloud connected car is being &#8220;tracked&#8221; but in those cases there is at least the expectation that a warrant is required before that tracking data is handed over to anyone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the case of flock, you&#8217;re being tracked by a company that isn&#8217;t accountable to anyone except, at best, their paying customers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It&#8217;s the Platform that&#8217;s the problem. Not simply the camera.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many people think that users of Flock only have access to still images of plates, and not occupants. Flock\u2019s platform goes further:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>FreeForm include AI search for people by physical description based on their patent which classifies people by race, gender, height, and weight in a searchable database.<\/li>\n\n\n\n<li>Raven, sold for gunshot detection, now listens for \u201chuman voices in distress.&#8221;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It&#8217;s also been demonstrated that Flock&#8217;s platform is insecure \u2014 there are more than 22 confirmed vulnerabilities in the federal cybersecurity database. A camera can be taken over in 30 seconds. Condor cameras found online without passwords included live footage viewable by anyone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Flock also has a history of making changes without notifying customers. A few examples:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Mountain View, CA \u2014 Flock enabled a \u201cnationwide\u201d setting without police knowledge. Federal agencies accessed local data without Mountain View knowing.<\/li>\n\n\n\n<li>Cambridge, MA \u2014 Flock installed cameras after council ordered their deactivation.<\/li>\n\n\n\n<li>Washington \u2014 Border Patrol accessed 10 departments\u2019 data that those departments never agreed to share.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When was the last time anyone in Mitchell county performed an audit, as required by North Carolina statute, to see how local footage is being used? When is the next scheduled audit and where will the results be published?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These cameras can and have been used for good purposes but unfortunately the company behind the cameras is not concerned with the privacy and security of the citizens of Mitchell County.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Any further use of flock cameras in Mitchell needs to be accompanied by the fully informed consent of the citizens of Mitchell County.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thank you for your time.<\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\">Lea Charlton<\/h2>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">I\u2019m talking about flock abuses. Obviously, I won\u2019t have enough time to tell you all of them in 3 minutes so I\u2019ll leave this long list for you to further examine at your leisure.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Johnson county TX. cops used 83,000 cameras to stalk a cross state lines a female who got an abortion<\/li>\n\n\n\n<li>Flock employee accessed private live camera to watch young girls in swimsuits at a pool and a gym<\/li>\n\n\n\n<li>Lenexa KS. Went AFTER MAN who wrote op-Ed, they did it twice.<\/li>\n\n\n\n<li>Eugene OR., EVANSTON IL AND CAMBRIDGE MA. Cameras still active after city specifically asked flock safety to turn them off.<\/li>\n\n\n\n<li>MO detective stalked wife using cameras<\/li>\n\n\n\n<li>Milwaukee detective stalked girlfriend<\/li>\n\n\n\n<li>Georgia police chief used to harass and stalk several people<\/li>\n\n\n\n<li>Wichita police LT stalked wife<\/li>\n\n\n\n<li>Menasha police officer stalked on numerous occasions his ex girlfriend<\/li>\n\n\n\n<li>GA reserve officer used to commit corporate espionage<\/li>\n\n\n\n<li>congressional oversight committee documented many instances of national abuses to harass and wrongly arrest.<\/li>\n\n\n\n<li>GA police officer accepted a bribe to check for a woman\u2019s plate number<\/li>\n\n\n\n<li>Thornton CO police officer ran 20,000 unauthorized searches<\/li>\n\n\n\n<li>Costa Mesa CA Officer harassed a woman 1,000s of times and stalked her using data from cameras<\/li>\n\n\n\n<li>Minneapolis \u2014innocent drivers caught in dragnet surveillance<\/li>\n\n\n\n<li>Virginia. Innocent drivers caught in dragnet surveillance<\/li>\n\n\n\n<li>Bonner springs KS. EX Detective used to stalk wife and commit child sex abuse<\/li>\n\n\n\n<li>Dunwoody GA. Unauthorized sharing of data and innocent drivers caught in dragnet<\/li>\n\n\n\n<li>Riverside county CA. Over 500 cameras leased to wrong permittee who then continued to use them for over a year.<\/li>\n\n\n\n<li>False arrests and stops including one of man repeatedly stopped, possibly bc of a zero in his plate number instead of an O.<\/li>\n\n\n\n<li>CA. Class action lawsuit for unauthorized sharing leading to unauthorized immigration enforcement and dragnet surveillance.<\/li>\n\n\n\n<li>Woodburn OR. I believe everyone on this board cares about this community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I\u2019m here because of the Flock cameras that have been installed on our roads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This AI-powered system collects and stores data on everyone in our community, and I believe that decision was made without public input, without clear policies in place, and without most people even knowing what these cameras are.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s a problem, because this affects everyone who lives here, every time they leave their home and drive on these roads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s not how decisions that affect everyone should be made, especially when they involve powerful new surveillance technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This isn\u2019t as simple as being &#8220;for&#8221; or &#8220;against&#8221; these cameras.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s about whether the public is informed, whether there are safeguards in place, and whether people can trust how this technology is being used.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Right now, those things are not clear to the public.<br>So moving forward, three things that are necessary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, full transparensy: the public should have access to the contracts, the costs, and understand how this system currently operates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Second, a clear written policy that defines who can access the data, how it\u2019s used, how long it\u2019s kept, and what safeguards are in place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And third, public accountability so decisions like this are not made without the public being informed and involved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Public safety matters but so does keeping the public&#8217;s trust, and trust isn\u2019t built by asking people to accept something after the fact.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s built by bringing them into the process from the beginning.<br>That\u2019s all I\u2019m asking for.
